The tag v1.1.1-unstable.20260828045845 already names this commit, so the released
package and its label agree. Merging this brings development up
to the released version.

Raised as a pull request rather than pushed directly because
development requires one; a direct push is rejected with GH013
and takes the release down with it.

Closing as superseded — same reason as the 49 closed earlier today.

The org-level Development Branch Protection ruleset requires 1 approving review on development, and nothing reviews a bot PR, so this can never merge: auto-merge stays armed with every check green and the PR sits open forever. The version it carries is already published under its tag.

The durable fix (adding the release bot as a ruleset bypass actor) needs the admin:org scope, which is not yet granted. A workflow-side mitigation is being added so the release job closes its own superseded PR instead of stacking a new one each run.
