[Ubuntu] Added Ubuntu 22.04 CIS v2 profiles

• Added Ubuntu 22.04 CIS v2 profiles to replace cis jammy v1
• Supplement fix for [Ubuntu2404] Fix root_unlock_time value #13884
• Enable rule accounts_set_post_pw_existing
• Switch the time poor and server to nist

Rationale:

• Depends on [Ubuntu] Migrate existing Jammy cis and stig profiles to control-ish method  #13802
