footer --check --online fails: both footer logo URLs return 404

Status: Verified during the Pick Your AI rollout (reproduced, or read directly in the code).

Summary

The Phase 4.0 gate HEADs the two raw logo URLs; both return 404, so the check always reports fail:offline, even after PR #19 ("Repair footer logo URLs").

Evidence

footer --check README.md --online returned 404 for https://raw.githubusercontent.com/CompleteTech-LLC/.github/main/brand/logo.png and .../logo-dark.png on 2026-10-30.
The same failure was reported by multiple sessions on other repositories.

Impact

The documented hard gate cannot pass; every footer rollout is blocked or the gate is skipped.

Proposed fix

Point the footer at URLs that resolve (or commit the logos at the configured path) and add a monitored check.

Acceptance criteria

Both URLs return 200.
A scheduled check or CI step fails when they do not.

Nothing here duplicates those; where an item is already handled it is linked, not refiled.

Fresh VM verification: not run. Findings were verified on a Windows host; hosted CI is separate evidence.
