doctor cannot distinguish "skill work complete" from "owner decisions pending" #119

Status: Verified during the Pick Your AI rollout (reproduced, or read directly in the code).

Summary

All 17 repositories ended at done: no although only owner-only items remained (description wording, topics, repository settings, license files, README sections).

Evidence

• doctor --header rows for every rollout repository.
• R2, R3, R5, R7 and R8 depend on GitHub-side state or content the skill must not write.

Impact

A fully rendered, review-ready repository looks identical to an unstarted one.

Proposed fix

Add a skill_complete verdict and an owner_pending list alongside done.

Acceptance criteria

• doctor reports skill_complete: yes when every skill-controlled cell passes, and lists the pending owner items by id.

Prior work: open PR #20 (opt-in --allow-t3 and the Pick Your AI family), open #7 and PR #13 (variant J badges), merged PRs #14 to #19 (icon art-direction path, UTF-8 output, registry-free org health and label planning, Windows test portability, footer URL repair) and closed issues #8 to #12. Nothing here duplicates those; where an item is already handled it is linked, not refiled.

Fresh VM verification: not run. Findings were verified on a Windows host; hosted CI is separate evidence.
