[WIP] Audit Tier 2 rows in golden.md and reconcile views

• Identify all Tier 2 row discrepancies across the three views
• Add MENU-1 and MENU-5 to the tracker's Tier 2 Open item IDs
• Update tracker Done count (47→45) and Remaining count (11→13)
• Add AI-20 and AI-22 to the Tier 2 completed list (Done per row, missing from living list)
• Note AI-24 in the "completed outside formal tier lists" paragraph
• Update 1.0 subtotal (Done 81→82, Remaining 63→62)
• Update Grand Total (Done 81→82, Remaining 105→104)
• Regenerate golden.html with pandoc

@accesswatch Unfortunately, I hit an error while trying to use the custom Copilot setup steps configured for this repository and had to close this PR. The error I am seeing is:

failed to unmarshal copilot-setup-steps.yaml: yaml: line 43: mapping values are not allowed in this context

Once you or someone with the necessary access fixes the problem, please unassign and then reassign issue #0 to me and I'll retry. Thanks!
