Diagnosed 2026-08-15: dir.xiph.org is serving empty data on every path (/genres, /codecs, /search, yp.xml) to every client — responses are byte-identical for a browser user agent and QUILL's own, so it is server-side, not filtering and not our parser (which measured ~500 genres from the same site on Aug 13-14). Wayback snapshots from July are equally empty: the beta backend has been flapping for weeks.

Ruling: flapping, not dead — hide, do not remove. default_on=False in browse_visibility, so new profiles do not open onto a permanently empty branch. Anyone who enables Xiph in Choose Browse Sources keeps it, the branch's honest empty-state still explains the outage, and reversal is one line when the backend holds. Outright removal only after sixty dead days.

Both radio changelogs record the diagnosis; docs re-rendered, parity green. 396 browse/visibility tests pass.
