Adds a non-fatal diagnostic step (secret sanity checks, s3 ls, head-bucket, PutObject probe) before the upload to pinpoint the R2 AccessDenied cause. Triggers the workflow on pull_request so it can be tested from a PR, and gates the real upload with 'if: github.event_name != pull_request' so test PRs don't clobber the production 'latest' zips.
