Generic cycle-based decoder (count then sum of z-accumulated numbers), passing all 17 provided test cases. Adds the Detective's Log (assumptions.md) and the Interrogation (clarifications.md). Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
