The example's concurrency cancel-in-progress: true let any PR comment (issue_comment, e.g. from CodeRabbit/Qodo) cancel the in-progress review. Cancel only on pull_request 'closed'; subscribe to 'closed' and skip the job for it.

Propagate the concurrency fix to the canonical README example (same fix just merged to the dogfood). Without it, PR-commenting bots cancel the in-progress review.
