This cherry-picks ezuetell's preliminary August forecast code and analysis work from the branch in #16.
This should be the last cherry picking from #16.
Note this includes some updates to the May forecast notebook as well. I did the best I could to divide these out into separate releaseable contributions, but there is a dependency on external script imports and runs. This makes it less than ideal, so be cautious.
