This PR cherry-picks commits from the branches #16 and #20 to capture ezuetell's preliminary analysis of the May forecast projection with a QDM adjustment. This is so we can release this preliminary code and analysis on the May forecast before incorporating changes needed for the August forecast projection and analysis.
