feat(redshift): publish accepted T2 costs and charts

Summary

• Tighten Redshift query-ID, workgroup-usage, and incremental-refresh telemetry contracts.
• Add the reproducible London T2 cost model.
• Charge one shared writer-plus-MSK fresh path and allocate reader query cost separately.
• Publish 190/33 ClickHouse matches, accepted cost summaries, and canonical standard and wide charts.

Validation

• Cost pipeline and visualizations regenerate without local paths.
• Redshift JSON/JSONL, Python, shell syntax, and 5156×2900 chart dimensions validate.
• Full-path and latency charts were visually inspected.
