Bump version 0.21.9 → 0.22.0 (breaking minor release, per 0.x SemVer): the RRTMGPSolver functional-core API redesign, standalone front door, the comprehensive docs suite, and the device-dependent (ncol, nlev) coalesced internal layout with CPU dual-layout.
