Patch release. Move the pending NEWS entries under a 0.42.1 header (#4693, #4699, #4703) and bump the version in Project.toml and the .buildkite manifest. The .buildkite manifest is otherwise identical to main: only the ClimaAtmos entry's version is updated to 0.42.1 (no transitive-dep bumps). julia_version, manifest_format, and project_hash are unchanged; the .buildkite/Project.toml ClimaAtmos compat ("0.42") already covers 0.42.1.
