Updates test/package-lock.json so the transitive browserslist dependency resolves to 4.28.8 (from 4.23.0). browserslist is not a direct dependency in test/package.json; the lockfile refresh also pulls newer related packages, including new baseline-browser-mapping, and bumps caniuse-lite, electron-to-chromium, node-releases, update-browserslist-db, and escalade to versions required by the newer browserslist stack.

This is a test-tooling dependency-only change with no application source edits.
