Upgrades the Install Python step in three GitHub Actions workflows from
actions/setup-python@v6to@v7: doc HTML/PDF generation (doc-html-pdf.yml) and both k=27 plot jobs (plot-k27.yaml,plot-k27-no-bitfield.yaml).Each workflow still pins Python 3.10 and leaves checkout and build steps unchanged; only the setup-python action major version moves forward (Dependabot-driven).
