Overview
Bumps the chia_rs workspace release from 0.44.0 to 0.45.0.
[workspace.package].versionand every in-repo crate entry under[workspace.dependencies]now use 0.45.0, and Cargo.lock is refreshed so all workspacechia-*,clvm-*, fuzz,chia_rs, andchia_wasmpackages resolve at that version.
