feat(web): add Advanced Measurement setup and overview

Overview

Completes the Advanced Measurement setup and reporting surface against the server-backed contracts now on main.

• keeps Simple projects on the existing Overview
• gives Advanced projects one concise measurement Overview
• adds the five-step setup flow: Import, Properties, Queries, Groups, Review and publish
• uses server drafts, ETags, compiled-checksum publish guards, scoped aggregates, and role-aware controls
• adds whole-row Property expansion with queries, URL coverage, and evidence
• supports group and branded/non-brand views, scoped competitor SOV, honest unavailable states, and bounded portfolio-scale lists
• exposes the Advanced Measurement overview and run-pinned evidence to read-only MCP clients

Hardening

• freezes the runnable provider roster in the reviewed draft
• rejects ambiguous cross-Property mention aliases before publish
• preserves historical provenance and avoids double-counting shared execution slots
• caps sitemap responses, supports deterministic exclusion patterns, and seeds safe mention aliases
• freezes setup controls during saves and gives stale drafts an explicit discard/restart path
• removes the superseded local Portfolio implementation so one setup path remains
• keeps internal model terminology and client data out of the UI, tests, fixtures, and history

Validation

• full workspace: 587 files / 7,209 tests passed
• full typecheck passed
• lint passed with 0 errors
• production web build passed
• generated-client and plugin drift checks passed
• desktop setup tested with a 194-Property public sitemap; no provider calls
• synthetic existing-data report verified through the UI and a fresh read-only MCP client
• client-data and diff checks passed
