The v3.0.0 GitHub Release was created, but GitHub suppresses new workflow runs caused by events emitted with the repository
GITHUB_TOKEN, so the existing release-triggered npm workflow did not start.This changes the one-time v3 release workflow to publish directly after version validation, build, and tests. It keeps the duplicate-version guard and uses the existing
NPM_TOKENsecret.
