The goal of this project is to create an application for publishing data in the Hydrologic Information System that utilizes the Microsoft Azure cloud. It has three main components:

An instance of the Observations Data Model (ODM) SQL Database in the Azure Cloud
An application for uploading data to the ODM Database
WaterOneFlow web services for exposing the database
