变更

新增 SecsHost、SecsEquipment 和共享 SecsEndpoint 所有权边界
角色固定在端点类型上，Active/Passive 继续由独立连接选项决定
端点组合连接生命周期、事件、动态发送/回复、Primary 路由和控制命令
覆盖 Host Active/Equipment Passive 以及反向拓扑的双向 Primary/Secondary
不在基础角色层引入未经标准核对的 GEM 消息语义

验证

dotnet build SecsFrame.slnx -c Release
dotnet test SecsFrame.slnx -c Release --no-build（559 项通过）
dotnet format SecsFrame.slnx --verify-no-changes --no-restore
