变更

通过中央包管理固定 nuget.org 官方 Secs4Net 3.1.0；独立测试项目不引用本地源码、feed 或程序集
在双方 Active/Passive 拓扑中验证 Select、双方 Linktest 和双向 Primary/Secondary
覆盖嵌套 List、ASCII、Boolean、U1/U2/I4 边界值，并记录包身份、测试矩阵和合规边界
按项目支持框架调整 CI：主测试保留 net48/net8.0/net10.0，互操作测试运行 net8.0/net10.0

验证

dotnet build SecsFrame.slnx -c Release
dotnet test SecsFrame.slnx -c Release --no-build（514 项通过）
dotnet format SecsFrame.slnx --verify-no-changes --no-restore
