rand 0.10 renamed thread_rng() to rng(), moved RngCore's fill_bytes onto the Rng trait, and moved gen_range to a separate RngExt trait as random_range. Updates the four call sites across silo-core, silo-db and silo-server accordingly. pgp's signing API is generic over rsa::rand_core (rand_core 0.6, pulled in transitively), a distinct trait hierarchy from rand 0.10's rand_core 0.10 - rand::rng() no longer satisfies it. Both GpgSigner call sites now pass rsa::rand_core::OsRng instead, which implements the old traits unconditionally and avoids adding a second direct rand dependency just for these two calls.
