Fixes
fetch_toll_gantry_nodes(), which was blocking a successful base year network build. The Overpass API request was rejected with a 406 (missingUser-Agentheader) and intermittent 504 gateway timeouts. Adds aUser-Agentheader and retry-with-backoff logic. Can once again build base year network in standard format with create_mtc_network_from_OSM.py
