fix(release): pin conventionalcommits preset to v9 for release-notes-generator

Description

Every Release Orchestrator run on master has failed since #82 (e.g. runs for #82, #84, #89 — https://github.com/BOTOOM/devmentorai/actions/runs/37660964856), so nothing has been published after backend/ext 1.10.1.

Cause: #82 bumped conventional-changelog-conventionalcommits to ^10.4.0. v10 requires conventional-changelog-writer@9, but @semantic-release/release-notes-generator@14.1.1 (latest stable; 15.x is still beta) depends on conventional-changelog-writer@^8, so generateNotes throws:

Missing helper: "conventional-changelog-conventionalcommits requires conventional-changelog-writer@9 or newer ..."
pluginName: '@semantic-release/release-notes-generator'

Fix: conventional-changelog-conventionalcommits → ^9.3.1 (latest 9.x, the line that worked before #82) in apps/backend and apps/extension, lockfile regenerated with pnpm (drops 10.4.0 and @conventional-changelog/template).

After merge, the orchestrator should release the pending commits (feat(quick-actions) → minor, so backend/ext 1.11.0), including the better-sqlite3 13 upgrade, real --version, Docker auth and reasoning none.
