[Copilot]

This PR introduces a GitHub Agentic Workflow that posts a daily repository activity digest as an issue. The digest is scoped to the last 24 full UTC hours and reports new issues, merged PRs, and currently open blockers.

• Workflow definition

  • Added .github/workflows/daily-repository-activity-report.md with:
    • schedule: daily + workflow_dispatch
    • GitHub read tooling via tools.github.mode: gh-proxy
    • create-issue safe output configured for rolling daily reports (close-older-issues: true, expires: 14, title-prefix)

• Report contract

  • Defined explicit sections in the prompt: Overview, New issues, Merged pull requests, Open blockers, References
  • Uses runtime repository context (not hardcoded repo name)
  • Requires issue creation on every run (including empty windows) to maintain single-current-report behavior

• Blocker detection rules

  • Added normalization and case-insensitive matching for blocker labels
  • Includes both issue/PR blockers and supports title-based blocker signals (BLOCKER: case-insensitive)

• Compiled workflow artifact + repo metadata

  • Added compiled lock file: .github/workflows/daily-repository-activity-report.lock.yml
  • Updated .gitattributes to mark lock files as generated:
    • .github/workflows/*.lock.yml linguist-generated=true
