Deconstruct all 30 features of the "NOOA" framework into structured, inter-dependent backlog tickets. This includes high-fidelity technical descriptions, acceptance criteria, category classification, priorities, and component mapping. A structured JSON file is added at docs/backlog.json alongside a human-readable Markdown view at docs/BACKLOG.md. No runtime logic has been altered, and the entire test suite continues to pass.
