Renames the CLI and the handoff manifest to the
vip-naming:a8c-integrationCLI →vip-integration(npm package@automattic/vip-integration,bin/shim, program name, docs)a8c-manifest.yaml/.yml→vip-manifest.yaml/.yml, anda8c-manifest.schema.json→vip-manifest.schema.jsonPure rename — no behavior changes. Type-check clean, 57/57 tests pass. Stacked on #2.
