[Bug]: Certain Psionic Jumpstarter abilities do not function

Describe the issue

I have only used two, mend and timestop. Both seem to be completely broken with mend seeming to get stuck in a very long action loop which makes it almost useless if you are trying to heal yourself with it. Timestop takes an incredulous amount of time and does not seem to even function, as well as paincritting you once it fails.

How to reproduce

1. Use mend, see it constantly loop actions for healing internal organs. Does not proceed to healing wounds/organs.
