update Tokio from 1.43.1 to 1.53.1
update log from 0.4.25 to 0.4.33
update env_logger from 0.10.2 to 0.11.11
update poise from 0.6.1 to 0.6.2
refresh transitive dependencies in Cargo.lock

Validation

ran cargo test --locked with Rust 1.97.1 on Debian Trixie
built the production image for linux/amd64
ran git diff --check
