If you want to start using deep neural networks then you really need access to NVIDIA GPUs to speed up the training process. Even if you have access to a GPUs managing the drivers and version of the various packages can be a pain and takes time
Cloud resources give access to GPUs and even preconfigured deep learning environments
This is far from a complete reference but this are the programmes and products I've had experience with.

Google Colab (HD - 20GB, RAM - 12GB GPU - K80 12GB) instances last for 12 hours
