fix(setup): correct profile and settings preview state

Summary

• keep Setup profile choices local to the flow and stop switching profiles after deletion
• count settings only when the imported profile actually carries restore modules
• distinguish authored manual apps from synthesized settings-only rows so preview/apply totals and filters agree
• preserve the current main apps-without-settings filter and profile inspection behavior

Verification

• 1,918 unit tests passed (2 skipped)
• ESLint passed
• TypeScript passed
• Vite production build passed
• contract and release-policy tests passed (local engine binary contract skipped outside CI as designed)
