…arams Add MAV_PARAM_TYPE_UNION_INT32/UNION_UINT32: the four bytes of the param_value float field carry the memcpy'd integer, used by C-cast encoded systems only when an int32 parameter value is not exactly representable as a 32-bit float. Add MAV_PROTOCOL_CAPABILITY_PARAM_UNION_INT32 so ground stations can detect support before sending the union types in PARAM_SET.
Bring in MAV_PARAM_ERROR_TYPE_UNSUPPORTED and TYPE_MISMATCH so firmware can report a type mismatch for byte-wise union param sets.

This implements a method of allowing PARAM_VALUE and PARAM_SET to support uint32/int32 on ArduPilot while maintaining backwards compatibility with existing ground stations.
