ci: attest alpha releases and publish bundle as release asset - #22

Adds a provenance attest job to the alpha channel (mirroring the stable release.yml attest job) and uploads the Sigstore bundle to the release as attestations.sigstore.json so external scanners (OSSF Scorecard Signed-Releases) can see it — the GitHub attestation store is not visible to them.

The alpha channel had no provenance attestation (only the never-fired stable release.yml path did). Adds the attest job mirroring release.yml and uploads the Sigstore bundle (
attestations.sigstore.json) as a release asset so scorecard's Signed-Releases check can see it. Additive; tolerates skipped signing.
