ci: refresh dtolnay/rust-toolchain pin to current master - #4

The pinned commit (4305c38b) was a stable-branch commit from 2025-04-29 and its '# v1' comment no longer matched any ref. All seven sites move to master 2c7215f (2026-07-16, current head); every site already passes an explicit toolchain input so channel selection is unchanged.

The pinned dtolnay commit (4305c38b) was a stable-branch commit from 2025-04-29, fifteen months stale, and its '# v1' comment no longer matched any ref (the v1 tag points elsewhere). All seven sites across ci.yml, release.yml, and alpha.yml move to master 2c7215f (2026-07-16, current head, the same pin wirerust and the vsdd-factory PR now use). Every site already passes an explicit toolchain input, so channel selection is unchanged.
