executeCallhaven't ran a tenderly sim yet because of some issues with their API
if this is approved, I will remove the actions from #319 since we're using the
ProxyUpgradeActionhere. The rest of that PR is removing the code in favor of the@offchainlabs/upgrade-executorpackage, which is still relevant.
