Two dashboard nits found during the 1.0.0 end-to-end test.

Summary

  • Sub-cent costs showed $0.00. A single review with a small model costs a fraction of a cent. formatUSD now shows two significant digits below one cent ($0.0023) and <$0.0001 for anything smaller. One cent and up is unchanged ($1,234.50). The same formatter feeds the stat tile, the cost chart, and the model and engine version tables.
  • "Most-commented files" counted runs, not comments. Events carry filesWithComments, a per-run list of paths, so the count is the number of reviews that commented on a file. The column header now says "Reviews" (its tooltip explains it), and docs/metrics.md and a comment on fileHotspot.Comments say so too. The JSON field name comments is kept so the API doesn't change.
  • CHANGELOG [Unreleased] "Fixed" entries.

Testing

  • go vet ./... and go test ./internal/web/ ./internal/summary/ pass on Go 1.27.
  • formatUSD checked in Node: 0 → $0.00, 0.0023 → $0.0023, 0.00004 → <$0.0001, 0.01 → $0.01, 1234.5 → $1,234.50.

Costs under one cent showed as $0.00; show two significant digits instead.
The most-commented files count is reviews per file, not comments, so label
the column Reviews and document it.
