feat: add "verzoek tot heropenen" status to StatusForm

In this PR, I added the "Verzoek tot heropenen" status option to the StatusForm. I also ensured that when the status is updated to "Verzoek tot heropenen", the message "Er wordt geen bericht verstuurd" is displayed. This is because the backend never sends an email when a status is changed to this status.
