refactor: rename frontend/ to web/ - #120

Conversation
The Next.js app moves from frontend/ to web/. Everything that named the directory follows: the CI pipeline's path filter, working directory and pnpm cache path, the labeler's globs, the pre-commit hook, .vercelignore, the Makefile and the setup and dev scripts, the Claude hook example, and the paths in AGENTS.md, CONTRIBUTING.md, the READMEs and web/docs. "The frontend" as a word, FRONTEND_URL, the Makefile's *-frontend targets, the workflow's file name and the Sentry project slug (watchtower-frontend) stay. Vercel's Root Directory is a project setting, not in the repo; it has to be changed to web for preview builds to find the app.

Renames the Next.js app's directory from
frontend/toweb/. Git sees every moved file as a rename. Only the files that named the old path changed, 55 lines in all. Before merging
Change Vercel's Root Directory to
