GitHub now warns that the older generated actions run on deprecated Node 20.
Update cargo-dist to 0.32.0, regenerate the release workflow, and align the hand-written workflows with the current action runtimes. This keeps the release configuration generated from one source of truth and removes the deprecation warnings.
