feat(core): Azure support via az CLI + skills (multi-cloud) - #51

Azure is CLI-first: the agent investigates Azure through the bash `az` CLI (+ kubectl for AKS) and runbook skills, rather than structured SDK tools. - bash_tool: allowlist read-only `az` verbs; inject the org's Azure service-principal creds into an isolated, cached AZURE_CONFIG_DIR (+ kubectl for AKS), failing closed. Cross-provider calls are denied (an Azure org can't run `aws`, and vice-versa). - providers/azure/credentials.py: per-org `az login` into an isolated config dir + verify_service_principal (azure-identity). Reuses the existing cloud-account contextvar. - aws/credentials.resolve_session() now fails closed for non-AWS accounts (was leaking the platform base creds to non-AWS orgs). - prompts: provider-neutral system prompt documenting the `az` surface + the AKS path. - 4 Azure skills (aks-debugging, app-service-errors, monitor-kql, vm-diagnostics). - azure-identity dependency. Tests: az allow/block, az injection, cross-provider deny.
