v0.1.0 - 2025 Prioritization Prototype

Initial explorations and prototyping to get discussions started for the SFP and CG Science Program prioritization. The team met multiple ideas to brainstorm and test out ideas of what variables to include, how they should be weighted, etc. This prototype is a result of that, and includes a lot of the earlier code that can be used to test and modify results.
