Adds CLAUDE.md (auto-loaded project guide with branch model and hard rules), .github/PULL_REQUEST_TEMPLATE.md (split visual + technical review sections), and the playbook/ directory (four-tier workflow, review checklists, and dispatch prompts). Updated playbook/WORKFLOW.md to drop the empty `playbook/templates/` reference and point at the `Claude Climate Rational Project/` handover folder as the worked example until proper templates are extracted.
