feat: add autonomous subtitle quality gates

Summary

• add persistent ASR review decisions and block segmentation on unresolved high-risk transcript defects
• add full-coverage, context-aware translation audit and visual risk-frame QA
• add a strict delivery gate that rejects stale, incomplete, or unreviewed subtitle artifacts
• harden provenance for fetch, export, and burn outputs
• update the bundled OpenBBQ agent skill for autonomous one-shot bilingual-video workflows
• bump the package version to 0.0.7

Why

Previous agent runs could complete mechanically while still shipping repeated transcript spans, incorrect proper nouns, context-free mistranslations, or visually broken subtitles. This release makes those quality checks persistent and machine-enforced so a simple user prompt can drive a safer end-to-end workflow.
