将顶部的独立员工入口移入页脚品牌文字。普通访客看到不可交互的月海品牌文字；本机管理员标记或当前站点白名单账号通过后，同一文字才成为后台监控链接。后台页面继续执行账号权限校验。
验证：官网 lint、27 项官网测试、60 项核心测试通过；普通访客与管理员两种浏览器状态均完成实际交互验收；WCAG 2A/2AA 自动检查无问题。
