Include the required RISC0 build guard in the check

In a normally prepared source checkout without the RISC0 guest-build toolchain, this copy-and-paste command enables the default development-testnet-v02-helper feature and can fail during compilation before making the RPC request. The repository's source-build instructions consistently use RISC0_SKIP_BUILD=1, and this commit's own validation ran the RPC command with that prefix. Include the prefix here, or use the documented headless CLI feature flags, so operators can perform the advertised read-only check.
