Add Connecticut DRS myconneCT

Adds the Connecticut Department of Revenue Services tax portal (myconneCT).

Methods

Taken from the live Manage My Profile → Security → "Manage How You Sign In" screen:

Recovery Codes	documented in notes (no schema value for it)

The screen states: "Unless you use a trusted browser, you'll be prompted to use two of these
methods each time you sign in." The prompt happens at login, so this meets the directory's
definition of two-factor authentication rather than authorization.

Domain

https://drs.ct.gov/ does not serve the portal, so url points at
https://drs.ct.gov/eservices/, which is the myconneCT application itself. This produces the
"consider using the base domain" warning, the same as the existing state tax entries
(mypath.pa.gov, mytax.illinois.gov).
