Description of the Change

I came here today expecting to have to add in many of the standard community files (as described in https://10up.github.io/Open-Source-Best-Practices/) only to find that's already done, so kudos @christianc1 on that! This PR minimally adds some visual badges to the top of README.md to highlight our support level, tests/linting results, and our license.
