docs: clarify ecosystem architecture boundaries

Summary

• Clarifies ADR-003 as the single normative shared-architecture source for this repo.
• Updates the shared architecture companion model with current-vs-target labels for FAS, fas-local, actor-web, and ignite-element.
• Aligns the local architecture guide so package boundaries do not imply ignite-element owns providers, models, or external orchestration.
