…tation models Add refactor-instructions.md, a self-contained instruction set produced from a full repository audit (Python core, web layer, tests/CI, docs/ config/Rust/ops). It defines behaviors to preserve, governance non-negotiables, stop-and-ask conditions with five open questions, a 28-item debt map with file:line evidence and action classes (FIX / FIX-Q / PROPOSE), staged implementation phases (safety nets first, proposals-only for large redesigns), verification requirements, and out-of-scope boundaries. Intended usage: pass to an implementation model via "/goal refactor-instructions.md に書かれたことを完遂しろ". Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
